She graduated from the Indira Gandhi Delhi Technical University in 2007 with an undergraduate degree in computer engineering. She then worked for two years as a software engineer at Infosys before taking the UPSC Civil Services Examination in 2009. She secured an All India Rank of 20 and joined the IAS.

After completing her IAS training, Durga Shakti was posted as the Sub-Divisional Magistrate (SDM) of Sadar, Ghaziabad district, Uttar Pradesh. In 2012, she was transferred to Gautam Buddh Nagar district as the SDM of Noida.

In July 2013, Durga Shakti was suspended by the Uttar Pradesh government for demolishing illegal sand mining structures in Noida. The suspension was widely criticized, and she was reinstated within a few days.
